Most of them work in 4.3 there is just no guarantee that they work. Or if you wnt to be on the safe side make a copy of gta so you have to folders one for 4.2 and one for 4.3

And you are missing some files in your els folder so i would recommend installing els again

LCPDFR is the mod for GTA IV and if you want to use LSPDFR plus you just have to follow the instruction included in the file. Recommendations for other mods were already given in many other threads😉

If you want to use an older version you should alway keep a backup of everything.

You don´t have to download extra police slots. But i would recommend using two seperate addon packs one for els and one without. They never worked when I put them together. If you do it albos way you are on the right train just do exactly what he does and you should be fine.

Or you can keep a copy of every older version in case the newest file does not work right away.

If you use addon cars you should put the carvariations.meta in the right place eg. (mods/update/x64/dlcpacks/addon/dlc.rpf/common/data) without this file they probably wont work.

You could just make yourself an addon pack and add every car you want. There is an addon help from albo.

This means LSPDFR is already running otherwise you wouldn´t have those police icons on the map😉
