    If you look at the asi log file, it says that ELS is loading with no errors: ASI: Loading "C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\ELS.asi" "ELS.asi" => 000007FEC1610000 In game, ELS is not working?

    Where and how you installed the vehicles? Did you copy the VCF file to the ELS folder? About the callouts, did you check that on the "N" menu you are available for calls?
