It is most likely because of the vehicles. As LCPDFR calls for backup it obviously spawns police vehicles which use ELS. With all the commotion of 7 different vehicles using ELS your game gets overloaded. It has been advised by many people including myself and the developers here to not mod the "Police" "Police2" and the "Polpatriot" slots especially if they are ELS enabled. Try removing the vehicle mods and replacing them with the originals. Then in future only mod vehicles that are not spawned as backup such as the "fbi" or the "noose". -Tom

Open up the ELS.ini and change the values which will change the environment colours. Check what side has what colour light and change accordingly. I think 0 is red and 1 is blue.

XP: Right Click, "Run As.." Now fill in the username and password for a administrator account. Vista/7:Right Click, "Run As Administrator"

Make sure you are running the installer as a admin (Right Click, Run as administrator) Make sure your gta directorys are not read only. Find your "Grand Theft Auto IV" folder that contains all the programs files. Right Click it, select properties. uncheck "Read Only" Click Apply, then OK

The error you are getting shows that it does not have proper access rights to your GTA files. Please check again and ensure that your Grand theft auto IV folder is not listed as readonly in its properties and ensure that you run the installer as a administrator.

Yeah, as Jam said. Change the mouse sensitivity in game. Other than that it seems that a reinstall is the only fix. Multiple people have had this problem since 0.95Beta including myself.

It's not that complicated, all you do is open the carcols.dat in notepad and add the number of the colour you wish for the vehicle to be on the end of its entry line.

You have to run the diagnostics tool as a administrator for it not to crash.
