Completely incorrect statement right there. Also, why suggest the search feature when nobody here has encountered the problem before? If no one has had the error then there will be no post about it, but since many people have had this problem. Some people know how to fix it. @Tboy205 The installer is having trouble writing and creating new files. This is either one of two things: you are not running the installer as a administrator. The GTA program files (especially the common + data folders) are read only. Open the properties of those folders and uncheck readonly.

In thats case stick with LCPDFR, and get rid of PPM!

Why would you want PPM? Yes, LCPDFR works on all GTA versions.

Don't copy and paste it. Just change the values on by one manually so you know what it is you are changing.

there is already polpatriot there. Go into the vehicles.ide and just replace the numbers after the polpatriot.

Yeah, I haven't noticed any FPS drops etc. since I installed them either. As Sargent said, the textures only cover a quarter (maybe more) of liberty city.

I don't think you can mod vehicles at the moment, even if you could, a quick google doesn't reveal any downloadable mods.
