Yes the installer does not have the correct permissions to edit/create the necessary files. As Ekalb said, ensure you are running the installer as a administrator, and then check that you GTA folder and subfolders are not read only. You can check this by right clicking the folder and selecting properties. Make sure that "read only" is unchecked.

But even if it's not in the shops and just sold online. We have over 22,000 members here and the figure is rising everyday. There is definitely a market for it, It's just getting the money and the manpower to start with. I know that 22,000 copies of a game is not enough to cover the development costs, let alone wages etc. I think if the game was publicised in the right way, it could be very successful. However, this is just a dream and is almost certainly going to stay that way.
