If what you're wanting is being able to choose a particular unit each time, then it's not going to happen. However, traffic stop backup will pull a car from your backup.xml. So if you have an add-on car you want responding, it will. This plugin is the best you're going to get for what you're wanting.

You can't turn a vehicle into a police vehicle by doing what you described. You'd need to use zmod and add lights to make it a proper police vehicle.

There's no "best car" for polic4, you can add anything you want to that slot. It ultimately comes down to what you want. What you need to do is add a regular carvariation line for police4. This one will work fine.

Redistributing game files is against Rockstar's terms and our guidelines. If you used a mods folder, you can grab the weapons_player.rpf from the vanilla update folder. If you didn't use a mods folder, you need to verify integrity of game cache. If you don't know how, you can check Google for Steam or disc.
