Launching game via steam
Appreciate all the efforts made by Charlie. Allow me to jump in and provide some suggestions, so we can all work together to solve this issue, hopefully. Have you tried to launch GTA V first via Steam, immediate after the intro and during the loading screen, then tab out to desktop and launch RPH as administrator?

How to let AI drive out in front of suspects when joining pursuits
Please elaborate more on that. You can enable pursuit tactics via "Pursuit Menu." When you're in pursuit, press "N" on your keyboard to open the menu.

A EUP config should end with _eup. In the screenshots above, you were modifying the default lspdfr "agency.xml," and "merging" it with UB config. This is not as complicated as you thought. Find out which version of the EUP you've installed, and install the compatible config for that version.

Map bug
This is a known issue with "Map Fixes" by Alex106. To fix this, open the dlc from "spmapfixes" with OpenIV, and follow the steps below: 1. x64 - levels - gta 5 - minimap.rpf, and right click on "minimap_4_5.ydd" then delete it. 2. x64 - data - cdimages - scaleform_generic.rpf - delete the two .ytd files. This topic has been moved to the appropriate forum. Please post in the correct location in the future.

Weird police ai outfit.
Do you have any xml files inside lspdfr - data - custom? Those files are configuration files for different agencies, with different uniforms. From the screenshot provided above, looks like you're still using the UB configuration, which is why it doesn't work. If you want vanilla cops to spawn near the station, you can simply go to lspdfr.ini, and set "Ambient.DisableAmbientGameCopSpawnBlock" to true. I will provide more details on how uniforms work in agency.xml, and why it won't work with UB config when I'm home.

How did you launch the game? (normal GTA V with no mods) Via Steam, or PlayGTAV?

YMAPs suggestions?
You can play on those maps but access will be limited, due to the fact that they're not fully developed, and they were used for mission purposes only; that's why you will fall through the map and end up in the ocean at certain locations. Unfortunately there are no mods aimed to enhance the "stability" of those half-developed maps.

The author of that vehicle should've suggested where it should be installed in the description. If the above patch didn't work for you, try to install it in patchday24ng or x64e.

You need to download and install EUP configurations, depending on which version of the EUP you're using. (paid/free) UB does not have the same outfit config as the one used by EUP, copying and pasting the config from UB will not solve the problem.

Weird glitch on cars
That is the shadow of the trees above you, because the graphic quality is too low, it looks like "smoke." And the "smoke" under the car is dirt, because you were off-roading. It is likely caused by the vehicle model itself, it's either a faulty model or a poorly optimized one. While you are in motion, the shadows near your car move with you. Issues that are present on unoptimized vehicle models are more noticeable while in motion, I recommend replacing those cars with a high-quality model from an experienced developer.

Clothing reverting back to default
Before addressing your issue, I see a couple of flaws in your LSPDFR plugin folder: 1. Officer Porci Plugin is the exact same plugin as RadioRealismFR, he updated his plugin's name a while ago, so why do you have two of the exact same plugins installed? You should remove OfficerporciPlugin. 2. Grammar Police and Vocal Dispatch serve the same purpose of letting you talk to the in-game dispatch, in addition, Vocal Dispatch is known to be outdated. I recommend Grammar Police over Vocal Dispatch, but it's up to you; you cannot have both of them installed. 3. Where is "PoliceSmartRadio.dll?" It has to be installed in the Plugin - LSPDFR folder. .pdb files are definitely not necessary, I recommend removing all of them.

Rambar does not appear on the vehicle in game but does in openiv?
With Simple Trainer, go to vehicle options - find vehicle components - and cycle through all the components, you'll find the push bar there. Or, the easiest way to add vehicle extras is through LSPDFR vehicle selection menu. Go to "components," from there you can enable/disable extras.

Ultimate backup AI issue
UB cops may not be able to detect threats if the threats are outside of their detection radius, or if the target isn't marked by LSPDFR as a pursuit target. (doesn't necessarily mean it has to be a chase) Increase threat detection range by editing the highlighted value in UB.ini: ThreatDetectionRange=100 Or, report the suspect via LSPDFR by holding down B, marking him/her as an active threat so that the AIs can see them.

ELS glitch (maybe?)
That was the way the author mapped the lighting pattern, you can contact the author of that vehicle about it. Most of the cars you use have a similar lighting pattern that was mapped by the authors.

I Noticed when I load the plugin all my ymaps just vanish? help pls
In my experience with ymaps, they disappear upon loading LSPDFR because of insufficient memory, as LSPDFR is extremely memory-demanding. This means your game was running on limited memory and therefore cannot load add-on props, etc. Have you installed HeadAdjuster, PackfileLimitAdjuster, and ResourceAdjuster? Those scripts bypass GTA memory limit and allow you to install more mods into the game. In addition, download and install fwBoxStreamerVariable: "this mod patches ymap load list extent limit basically when there are too many ymaps running in parallel in a in place in the game some part of the map unloads."

That is odd. Are you running LSPDFR on the default GTA V map? You mentioned this issue didn't exist before.

[Non ELS] Tow Services Pack (Flatbed and Wrecker)
I made a LAPD livery for this tow truck. You can download it here. Also, it seems like there's an issue with the door, on random occasions, upon exiting the vehicle, player can no longer get back in. Pressing F key does not do anything.

How to Get Locker Room Menu Option for Stations.xml
The only thing you can do is change the location of the "enter station" prompt, by editing the coordinates in stations.xml. You cannot add the marker from Mission Row station.
