At the end of each line in vehicles.ide, there is a set of flags. Does anyone know what they all mean? I know that livery enables vehicle livery, but I'm specifically wondering about all the ext_* flags. If there is a flag that disables vehicle extras from naturally spawning, that would solve the issue with ELS where cars drive around with a light on.

Think about it. The game *will* be spawning the m_y_swat model; there is no known way to change that. You want to replace m_y_swat.w** with the strooper w** files, but there are datafile changes you need. The thing is, the only way the game knows to use the line with the m_y_swat model is if it starts with M_Y_SWAT. Otherwise, it should error (first, there are two strooper lines, which could error; second, it would refuse to spawn m_y_swat).

I'm working on a big skin pack for the New Liberty State Police. It's based on no particular real agency. Try going to students.autodesk.com; it has the newest version of max for free. I don't believe any tool but GIMS can export WDR files.
