Use Albo's MODDING DLC. Install a costum gameconfig, heap and limit adjuster after. (You need SHV for the last two, so make sure you have it installed!)

No. I'm pretty sure that it comes with its own visualsettings, which are bright too. But since RadianceV's whole purpose it to only brighten lights, I recommend only using one of them.

Aaaand your log looks a lot better now. Delete Assorted Callouts in /Plugins, it belongs to /Plugins/LSPDFR.

LSPD:FR requires RagePluginHook. And LSPD:FR plugins list requirements. Usually just RageNativeUI. Yes, you need them for the MODDING DLC and any cars / dlcpacks you add.

There is no real correct order. Common sense predicts the following states though, depending on what you want to do: 1. LSPDFr 0.46 manual. 2. RagePluginHook (Not necessary as of now since LSPDFR 0.46 manual comes with the latest RPH.) Optionals: 1. A mods folder. Copy the update folder into it, then it's set up. 2. MODDING DLC (Just as a preset, even if you don't need it.) 3. EUP & SAR 4. Gameconfig, heap and limit adjuster 5. ScripthookV 6. Scripts like Trainers etc. The rest is variable. They stack.

You need to install RagePluginHook into your GTA V gamefolder. You currently have it installed in /Documents, which is incorrect.

Then you have to set it up again. Delete it & redo it. Test it after each plugin.

Open OpenIV, go into edit mode. A green banner should pop up. Click on it. It will replace the update.rpf, therefor removing / overwriting things like dlclist.xml, visualsettings and handlings / vehicles.meta file.

Rename the LSPDFR folder in /plugins to _LSPDFR.

That troubleshooter is made for LSPD:FR 0.3. Not 0.4. You therefor can't use it anymore. What is your issue?
