Vehicle Texture Files - Where do they go?
You open the .ytd /hi.ytd of the file and find the _sign. Top right corner -> Replace -> Put the downloaded skin on your Desktop (the .png) -> Locate OpenIV to there, select the .png -> it should change now -> Save.

Update LSPDFR. Then, remove EUP menu, install it after a successful boot. You also need to reinstall RageNativeUi, by the link given by UnknownBastion.

Vehicle Texture Files - Where do they go?
Did you by any chance download a skin pack instead of the actual vehicles? If you have .ytf and .ytd files, just place them in the vehicles.rpf of the MODDING DLC.

Add On Cars not working DLC Modding Pack
You don't have to reinstall EUP or the MODDING DLC. A game update / OpeNIV update overwrites the Update.rpf. Which includes Dlclist.xml. Locate to mods/update/update.rpf/common/data, open dlclist.xml and add MODDING and eup into it. Make sure you also put an updated Gameconfig in for it to not crash. Install Add-ons
Those are plugins, not Add-ons. Add-ons are cars that don't replace already existing car file. If you're new to PC, you should probably watch them. Even though plugins are really straight forward: 1. If you don't have one already: Use 7Zip or Winrar. 2. Download the latest version of the plugin you want and open it up with one of the programs above. 3. Drag & drop the files according to the folders & readme into your GTA V folder. 4. LSPDFR plugins do NOT show up in the RagePluginHook Plugins tab. They load once you go on duty.
