are there any error messages, what system specifications are you running? Have you run a diagnostic? Registration for the public section is not the link on the left, thats registration to the clan, it clearly stats it in the text.

The public section has a different registration, and login area, and the public's reports have to be screened by staff before being added to the main database, but the civilian database is shared with everyone. The public section does not require any commitment to my clan. It's a short registration form compared to the registration to my clan which is a longer form.

Hello everyone, I am pleased to announce that I am releasing my Police Database to the public. The program is still in BETA stages and features are being added as I work on them. I am creating this topic to post the latest news on the site, and also for support/bugs. You may access the database @ http://torontovirtua...m.com/computer/ and register today. I will approve accounts as soon as I can (my web host does not let me use mail() until I pay a $10 fee, so I will not be notified of new members, but I do check often, but anything over 24 hours please let me know here.) Please report any bugs, and give as much information, use screenshots/copy+paste. You can use this in a few different ways, 1) Set up another laptop next to your computer and access the database on that while you play GTA on the other. Obviously this is the most stable and enjoyable way to use the database, but requires multiple computers. 2) Multi-Monitor support: Run GTA IV on one monitor, and Web Browser on the second. 3) Use a overlay program: There are multiple programs out there that offer Web Browser overlay, PlayExpert, Steam, X-Fire to name a few. I use Steam as I have found it quite stable. You do not need to have brought the game through steam to use their overlay. If you need help setting this up please PM me. I do not recommend Alt+Tab due to the unstable nature of GTA IV. A few rules regarding the database: 1) No offensive or obscene language in the reports. All public reports are screened before approval in to the database, we have a warning system in place, if you accumulate 5 warning points your account will be banned and you will not be able to register again. 2) No offensive or obscene names in the database. Again all public names are screened before being approved. 3) No offensive or Obscene usernames (As people will see your reports filed by this), or Real Names (As this will be added to the database for searching). I hope that you all enjoy this database, and I hope to keep updating it with new features to make it more realistic. Projects: Citizen Database is online. Live Reports is in testing. (The screening process is now complete and you may start to use it. Please report all bugs). Dispatch is in construction. (This is going to be a huge project and I am going to have to learn a lot more than what I already know, this will be the most buggy at first. This section is starting to come along.) Breathalizer is not started. Licence Plate Runner is still undecided. (Not sure if I want to release this as car/driver is never the same. Try setting your resolution to 1920X1080 and see how that works.

it sounds weird that without it then you are not able to use ELS. When u remove it are you removing only your .asi and .ini files?

change the setting in the .ini so you don't have to do it in-game open up trainer.ini ctrl+f and look for KeyBindingsDisabled and set it to 1 viola it will now always be turned off, and you can just use F3 to open the menu to spawn anything u want.

before stating a game, make sure that you close any non-essential programs, press ctrl + shift + escape, and sort the processes by memory and look at whats eating the most, and see if it's ok to kill. Your system sounds good enough to run, make a .txt file in your GTA IV folder and call it commandline.txt and add -nomemrestrict in it and then try.

have a read through some of the tutorials on this site http://www.lcpdfr.com/page/tutorials/index.action/_/vehicle-modification-tutorial/ They may shed some light :), I believe you need to edit the texture files, but with no experience I am not too sure.

Are you talking about ELS reflections or the colors on the light itself, like the plastic?

There is a little bit of the Public System that I am setting up before I fully release it. When anyone adds something from the public side, it needs to be verified by an admin before it is added in to the main computer database to prevent spam, and abuse. Right now I am just working on the Approve/Remove System, anyone who's post is removed for abuse or spam will receive bad reputation, and too much could result in being locked out from the system. I've decided to put this in place because when you register your name is also added in to the database for the purpose of RP sessions so cops can pull over players and keep tabs on them. My next project is the Dispatch section, my goal will be to offer training to TPS members to use this system in our games, and offer Clan Leaders a tool to train their own staff on my system, and then allow specific members to access the dispatch system (I will regulate the level of training to a degree to ensure that the system is used properly, not just a clan leader giving dispatch qualifications to anyone who wants it). Dispatchers will be able to see all of the clan members who are in the Database, and set them to On Duty, or Off Duty, and start reports for individual members, and the ability to manage multiple open reports at once, so that they can update your report for members, freeing up the members to play the game and deal with reports after game, or during downtime.

BETA release could be within a few days for the public, clan members currently have access to the full BETA. Public access is a little restricted.

Are the devs actually working on Illumination right now, if I read correctly Sam does not even want to focus on it much until 0.95 Final is released, but tbh, I do hope they are working on it though, I hate ELS so much, and I can't wait till this is released.
