I don't think he is Savior. He means the whole game look blue-ish. The palette is blue but I had tried changing that too & it's not much different.

It's how the ENB is made, it looks very similar to G4V's for that effect. If you want you can try dloo's ENB that one has natural colours.

I think you have to enable one thing into the trainer to make them all be spawnable.

You can get them if you install f5544's peds.

Haha, no it's actually the texture, I had the same problem with it. It's because EVI chose some very light-ish textures for the lights.

One usually deletes his old ENB files before putting in another 1 :) -
You need to make the textures darker cos they look light blue & pink otherwise, hehe
