Since the latest update EUP actually supports CopHolster. You'll have to find the config lines somewhere in the file comments or support topic. As for the regular peds, there's these:

That's because LSPDFR backup (or CustomBackup for that matter) does not see highways as a separate response zone, but just as a part of the area they're in (LS City, LS County, Blaine County).

You're free to change it, you simply can't spawn it as there are no meta entries for it anywhere. Only the model files exist as an easter egg sort of thing.

That's because there is no meta entry for it. there's just the model files. There's a reason I never included it in the trainer config.

The latest version of EUP should work with copholster, you probably don't have the right settings for the MP character. Play GTA V offline as well as LSPDFR?
Just load up the game without RPH, and if you have things in a mods folder you don't want to use either remove openiv.asi from your GTA folder.

1) Shouldn't matter too much as they don't overlap each other's stuff, but I'd recommend installing EUP after RDE just to be sure. 2) Nope.

New font
Recently the font changed to what I believe is Ubuntu, but I couldn't find any mention of it anywhere so I figured I'd ask here as to why it changed and if there is anything else planned. Reason being I've heard mixed opinions. I'm not a fan of this font (although I am starting to get used to it), and a friend is saying it's harder for him to read stuff due to his dyslexia as some letters appear really similar. On the other side I've also heard of people not minding it, which I am thinking is the general consensus as nobody has created a topic about it yet. Either way, I'm curious as to what the reason behind the change was, assuming there was an actual reason, and if there can at least be an option to change the font back somewhere in the settings so those who don't like it (or have dyslexia related issues with it) can select something else.

Actually, both are located in the RDEEmergency vehicles.rpf, rather than the main RDE DLC, so you'll have to replace them there. Alternatively, you can edit dlclist.xml and make sure Caine's EMS pack is below the RDE DLCs. That should mean it loads the vehicles in the EMS pack.

Freeway traffic jam prewarning
Over here in the Netherlands you've got these things to show travel times to a specific point via 2 or more routes so you can pick the fastest one. They are also used for road safety campaign slogans, announcements for road works and road closures and detours: Then for indicating traffic jams on ring roads near some large cities there's these things, where white means free-flowing and red means delays: And for indicating lane closures and lowered speed limits (due to construction, traffic jams or other incidents) there are these things installed over many busy highways. Lane closure arrows, as well as the first set of signs displaying a lower speed limit (only normal > 70 and 70 > 50 km/h) have flashing lights in the corner to grab your attention a little more: And occasionally someone has a little fuck-up...

Enhanced LSSD Sheriff Deputy
If you have the Sheriffs of Blaine addon installed, I would highly recommend to use the backup.xml file included with RDE itself. If you do not have the addon, or don't want to use the provided xml, change <Ped RandomizeProps="False">s_m_y_sheriff_01</Ped> <Ped RandomizeProps="False">s_m_y_sheriff_01</Ped> into <Ped comp_accessories="2">s_m_y_sheriff_01</Ped> Do the same thing to the LSPD cops for them to use their vest if they don't work either. Alternatively, I can send you a version set up for RDE, with or without the Sheriffs of Blaine addon depending on if you've got it installed or not.

-Vehicles and their lighting setups are based on their real life counterparts. Vehicles that have flashing taillights have them because the real life version has them too. That said, there are still changes being made so this might change. You might want to fill out the feedback form @NefariousBonne posted a few posts up. -As vehicles are all based on their real life counterparts, there will only be unmarked versions of cars that have an unmarked version in real life. -Make sure you have RDEEmergency installed, as the vehicle is in there. If you are manually spawning it, make sure to spell it correctly ("battalion").

LSPDFR Multiplayer?
The RPH currently does not work with any MP mod, and the devs have already said they are not going to make something themselves. Developers of MP mods are free to make it RPH compatible though.

GTA V COPIES 1 modded and 1 for online
There is no need to install it on a different drive. Simply rename the folder you want to use for playing to Grand Theft Auto V, and the other one(s) to something different. You'll have to edit names every time you want to switch between modded and unmodded, but it doesn't require different hard drives/partitions.

How To Delete Albums.
Due to moderation related reasons you can't delete your own images, albums, posts, topics and so on. You can however report them and a moderator will remove them for you as soon as possible.

Question about RDE mod
While doing so would allow you to change lightbars, it would mean the RDE skins don't work anymore and you're stuck with Rockstar's default skins. As for finding the LSSD (and other agencies) cars and peds, if you selected the trainer config option in the RDE installer and did not overwrite it afterwards, they should all be in the added vehicles and peds sections, sorted by department.

Yeah, those vehicles are from EFLC, didn't know it worked in basic GTA IV though. Good to know in case someone comes up with this same question.

LCPDFR (no : in there) will only show the default vehicle slots in the selection. Adding new vehicles to the selection is not possible. You'll have to spawn the added one after going on duty.
