Yeah, yeah. Here is ANOTHER 2011 CVPI, why did I make this you ask?
While the other ones I could find while beautiful and well done, They had a few issues to me, mainly to many textuers/only L0-L2/ too high poly (100K+). 
I made one to suit my need of a CVPI that sub 100K polys, up to the L3 and under 30 texuters, so I went and made one. (it also has a spotlight as standed)

Hello all, I have spent the last about 3 months trying to learn and get comfortable with how modeling works. Here I present to you a 1 car vehicle pack. This is based on Rome Police Department (Georgia) and features:

here's how you do it
Anything you want to be reflected, you want to leave on a transparent texture. Obviously, follow the template and once you are done delete it and name it Reflective
Anything you dont want reflective for example Color of the car, License plates, maybe badges just color in the background with the other things you don't want to be reflected. 
 
@RobertTM has a really great tutorial on his reflective packs if you want more in depth stuff done.

The CHP is my favorite department, so I'ts pretty understandable why I had to do this.

I decided to make this SAP Ford Crown Victoria. It still has some things to fix but I thought why not bring it out to you earlier.

I had been asked a few times over the last several months about doing a FHP based pack. Well, I finally buckled down and put one together. It has a couple stealth skins, for the 2016 Charger and 2015 Tahoe. As usual this pack may be updated with more models and/or skins once those models are out and whether or not they are worth putting the skins on. Otherwise please enjoy this pack and have fun. This is as always the simple install of finding the .ytd folder of the vehicle you want to use, then importing all the skins for the corresponding vehicle then save. Notice any issues or have suggestions please share in the comments section. Let me know if I missed anything.

Remember everyone, I base my skin packs off of base model templates NOT for any one specific vehicle pack. Because the templates don't really change, skins can be applied to basically any pack of your choice so long as the base models used are the same as the ones I have used. I do try to use the most common base models so they should cover the bulk of the vehicle packs available.

I created my FHP forum post almost two years ago, I was very hesitant to release anything as I was in fear of a less than pleasant response to the models provided. I've put a lot of work into the accuracy to detail for these cars, they're about as accurate as I could possibly make them for a video game. After two years, I think a few of these are ready for release. If I receive a positive response then hey, maybe i'll throw out some Tahoes and CVPI's! Hopefully this pack may encourage a few of you to actually update ragehook and make your game playable again. Yes, I know. It's dreadful.
 
There are four dodge chargers included in this pack, they're more modern than they are older as most of them are 2016+.
 
I do have plans to add the newer all blue Code3 Pursuit Chargers as well as the older chargers with the previous gen. Javelin Lightbars. I don't have a timeline for when those will be added.

After almost a year in development I finally release this. Recently I've been extremely busy plus lost interest in the modeling scene. After recent events I have decided to release this since I obviously ain't working on it. It is at what most I've talked to said is a finished state. After 6 months of blood, sweat and pure enraging anger, I'm pleased to present you guys with the Los Santos Police Service Mega-pack. Styled off Toronto Police Service, the pack features a custom made Excalibur light bar which features a dual rotor in the centre, which has dual colour to it (and coronas to match!). And of course, the traffic units in the pack feature TPS style arrowboards. This pack is big enough to cover and reduce many crime types across Los Santos, and includes divisions such as Patrol, Traffic, Slicktop/Unmarked, Emergency Task Force, and Marine.

Vehicles with arrowboards (Traffic units) can cause R* editor to crash if it's used during the recording. Having the board either up or down when recording should not crash the editor.

HERE IT IS BOYS AND GIRLS! The New York State Division of Police. After two months of literally the hardest work I've ever spent on models including I swear to god im not exaggerating hours of research and pictures, and spamming my Discord for help, and spamming the New York tag on my Discord for help. This pack includes 19 vehicles, but it is only 5 or 6 actual bases, it just includes a ton of variants for each vehicle. Includes Tahoes, Vics, etc. every single vehicle as accurate as possible to their IRL counterpart, except 2016 FPIUs, Chargers, and Tahoes and 2012 Caprices which will all be added in the future with Highriser versions. Some of the vehicles are outdated, so if you check the unit number and it's like a 2017 Dodge Charger it means that they have replaced it, I just kept these around because unique CVPIs in the NYSP are being phased out and if I did a modern day pack with all active cars they would be scarce. If you are overwhelmed read the "If you are overwhelmed" notepad because these are NOT add on, so you need to choose between vehicles , or add them on yourself and that file will 100% help you, along with the "About" notepads in each model folder. A: So there is a way to remove the tint from automatically spawning on most vehicles, which ive done for almost every model but sometimes it doesnt work like for example in the pranger or FBI slots, so you will need to use the vehicles.meta to turn that off, it also includes better handling. Made by @Slendis

INFO: These vehicles are inspired by the San Francisco Police Department and Marin County Sheriff Office. Due to these cars being based on California departments they are equipped with steadyburns. This pack comes with 95% breakable windows (all except the CVPI windshields), pushbar collisions, and three light stages per vehicle except
for the unmarked CVPI, and functioning takedowns for every vehicle. If you have any problems / bugs please post a comment about it instead posting a negative review, it may just be a simple fix. I will try to help fix any problems and answer any questions.

INSTALLATION:
1. Make backups!
2. Drag all files included in the "models" folder into: gtav/mods/update/x64/dlcpacks/(LATEST PATCHDAY)/dlc.rpf/x64>levels/gtav/vehicles.rpf, using OpenIV in edit mode.
3. Drag the vehicles.meta included in the "data" folder into: gtav/mods/update/update.rpf/common/data/levels/gtav, using OpenIV in edit mode.
4. Drag all VCF files in the "ELS" folder into Grand Theft Auto V/ELS/pack_default.

Federal Signal Smart Siren SS2000SM by Gravelroadcop 12/23/2017   At the time of releasing this, this is the highest quality of the Federal Signal Smart Siren 22000SM available to the community. The purity of the tones wouldn't be available if it wasn't for @nertervern, who recorded the tones using his own personal SS2000SM and professional audio recording tools. He donated the sirens to me and I was able to cut & edit them for Grand Theft Auto V.    About this modification :   Purest sound quality of all available Federal Signal Smart Siren mods in the LSPDFR community. Please note that the sirens will not sound 'natural.' If you want the sirens to sound like they are post-processed from the siren speaker, then extract the siren tones from the "natural" folder. Available tones : Wail, Yelp, Priority, Ambulance and Air-horn.     
 
To apply this siren to any other emergency vehicle slots, you will need to refer to an attached notepad file entitled " List ( READ THIS ! )." Inside the note will contain a list of siren hashtags that you can use to rename preexisting tones to a different slot.   Installation :   Before starting, always make sure to create backups before overwriting any original game files. To prevent this from happening, use the "mod" folder method through OpenIV.   - Somewhere on your desktop, create a new folder ( or refer to your modded siren folder that contains the vehicle.oac.) Name it anything.   - Open 'OpenIV'   - In 'OpenIV', go to the 'x64' folder, then audio > sfx > resident.rpf ( Make sure you are using the "mod" folder method.)   - Inside Resident.rpf should be 16 .awc files.   - Click Edit   - Right click on vehicles.awc and export to openformats somewhere on your desktop. ( If you already have a siren mod installed, just use the vehicle folder it came with.)   - Drag all the SS2000 siren tones inside the vehicles folder that you just created.   - Go back to OpenIV, go to the 'x64' folder, then audio > sfx > resident.rpf   - CLICK EDIT - NEW - Import OpenFormats   - Navigate to the folder you put the 'vehicles' folder and the 'vehicles.oac' into, and select the modded 'Vehicles.oac'. Proceed to click OK.   - Enjoy your new Smart Siren SS2000 tones  !   IMPORTANT NOTE :   This siren pack is compatible with SirenMastery.   Redistribution :   You may use this mod as long as you follow these terms:   • Don't redistribute without my permission.

I am 100% okay with ANYONE to use these for ANYTHING, just give me some credit.
This took me several hours and a lot of Eye Strain to create authentic reflective patterns.
 
Update:
I will be releasing an updated chevron pack. The new pack will contain many chevrons for Law Enforcement, Fire, and EMS vehicles. The updated version will contain my recreation of the iconic 3M Reflective texture instead of the Hexagonal texture already present (Looks dumb, let's face it lmao).
A release date is not certain, however I am shooting for Q3 2025.

Blaine County 2015 K9 Tahoe (Twiggs County GA)

This is designed as a k9 vehicle, therefore there is a cage in back for the k9. Dont put people back there as they wont sit right.
The k9 dog prop and seat organizer are both extras, respectively.
 
Since this is based off of a GA car, the lights are all blue. However there is a Red/Blue option available is thats what you want.
Template is included in the download.

Known bugs:
To make the takedowns work i had to move the dummy to the middle of the car, therefore when at a distance looking into the car you may see a white corona floating in middle of the car.
 
Installation instructions:
 
This model was designed for RDE, however if you dont use it, just rename the model to whatever slot you want to replace, ie: sheriff2, and drop it into the latest vehicles patchday.
 
If using RDE drop it here mods\update\update.rpf\x64\rde\rdevehicles.rpf\
move the xml files into Grand Theft Auto V\ELS\pack_default
