Aside from the intentional red steadyburn, they all flash and work normally for me.

You could spoiler the log above. It looks to me like it's trying to play an audio file that wasn't properly copied.

<Extra11 IsElsControlled="false" /> should be <Extra11 IsElsControlled="true" /> if you want the takedowns to work properly (not randomly). The Liberty version uses 1-8 and 11 for ELS. I haven't looked at the slicktop.

you can shrink the circle in the .ini

color variants folder has a base and cartridge color options. Use OpenIV to insert the png files into the ytd.

Yeah, the structure inside the Code Red Callouts folder in the archive is mirrored the way it goes into the main game folder. If another mod creator didn't do it the same way, they're just making things unnecessarily complicated.

Drag the LSPDFR and Plugins folder to your Grand Theft Auto V folder.

They're like normal liveries but 'blacked out' so they're barely visible. Example:

yeah i think this model uses lib2emis. Pretty easy to just copy and paste the red over the blue.

You'd have edit / photoshop the emissive textures and change the ELS .xml file.

That's standard for a K9 vehicle.
