Try renaming your mods folder to mods.temp and playing that way, see if you still CTD. Unfortunately, the process of elimination is the only way to narrow down persistent CTDs.

Latest patchday is fine. You'd have to rename the duplicate model and ELS files to another slot if you want to use them all at once.

Extract the visualsettings.dat somewhere and open with a text editor. Search for: car.defaultlight.day.emissive.on and car.defaultlight.night.emissive.on Try setting those much higher, like 3000 and 2000 respectively. Adjust to preference. OpenIV, tools -> ASI Manager and remove everything, then reinstall. Reinstall latest ScripthookV from http://www.dev-c.com/gtav/scripthookv/, toss in some reboots.

I assume you have an asiloader.log now? Install location shouldn't matter. Try removing the tint with a trainer and see if that makes any difference. If it does, you may have botched the tint flag in vehicles.meta. If not, maybe you just need to edit visualsettings.dat.

Well this is quickly going offtopic, but you should get one every time you load the game with any type of .asi mods in the game folder. I'd try rebooting and/or removing and reinstalling the OpenIV files under tools, as well as the latest ScriptHookV.

Got any other ELS vehicles? Do they work? Check asiloader.log in your main game folder, make sure you see: ASI: Loading "E:\Games\Steam\steamapps\common\Grand Theft Auto V\ELS.asi" "ELS.asi" => 00007FFB39330000 and ASI: Loading "E:\Games\Steam\steamapps\common\Grand Theft Auto V\AdvancedHookV.asi" "AdvancedHookV.asi" => 00007FFB545C0000 or similar, and not an error.

Did you put the ELS .xml files in the \Grand Theft Auto V\ELS\pack_default folder?

I don't see a police8 in those files... but you do have police6 twice in carvariations. Do you have a modded gameconfig?

Any callout will crash him because he's missing main LSPDFR sound files... even the builtin LSPDFR ones.
