It's "just" weeks, actually. Modding isn't too much different from any other kind of game developing (except that modders aren't paid for their hard work), it takes a lot of time if you aim for quality. Some mods of the same scale have been under development for years just to hit that "simple, perfect, playable"-sweet spot. Without public alpha\beta versions, only cold fact - "it's WIP", plus few screenshots once a month. You don't need to be patient, just accept the fact that it won't be out soon and don't poke devs about "when?" ;)
And about callouts. It could be great if devs can make some kind of a framework for adding custom callouts, like a block of code where you just put all the required data. Callout type, location (coords?), suspect type, weapons, activity (shootout, robbery, IED, drugs, yada yada yada), dispatch text, requirements for accepting a callout (maybe you need a K9 with you). So even very bad coders (like me) can quickly make their own callouts, put newly created block inside framework code, or ini file, and go play it.
But probably that kind of framework will be very hard to implement.
