GTA IV is shit, it is always shit, and adding more to the stockpile won't necessarily stop crashes etc... but if you are able to play it, that PC takes overkill and punches it in the face, which pretty much means you'll not be using that much power, even with ENBs.

Using a mods folder, simply move/remove dinput8.dll out of the folder when playing online.

It's probably not possible to re script mods to work on IV, due to the differences in said engine.
