right click on the game in your Steam library, click properties - local files - verify integrity of game cache. This will scan your GTA game and will update it to the latest version

No. This is something you probably shouldn't post. Considering this site is large, We have a wide variety of people here. Which having peds with swastikas it will offend them. If you wish to create them, then create them.. although i'd suggest you don't post them (atleast not on here)

It most likely will have peds and vehicles. in order to use LC in GTA V you need to have IV installed so it will probably just reuse peds and vehicles from IV

I'm no coder, Although it's the exact same map so couldn't users just re-user their LCPDFR plugins? I mean obviously it'll have to be re-written but some of the work is there considering it's all the same locations and stuff just different game. Although OP I doubt the LC map would be officially supported by the team as they don't use third party things (although i'm no dev so i'm not confirming or denying it) however chances are a plugin developer will most likely create a callout pack for LC. Honestly i can't see this not being used it brings up a lot of options for players to play as cops in LC again so i'm sure it won't go un-used

They do it in Tasmania aswell. Whether it's a grass fire or house fire.. they always send them out. although lately it's just being sitting at the fire station and rarely goes out (I think it's mainly used for shop runs.

We meet again fellow Tasmanian! have you installed Aussie Flash Patterns? (it's a seperate mod that gets the lights flashing properly) Also have you installed the carvariataion files and vehicles.meta file that came with the mod?
