However, first. Mess around a bit on pcpartpicker. You maybe able to build a better PC for that price. if you're spending $1500 on a PC.. you want the best bang for your buck (especially performance). Pre-builts can be good, however i have seen some with stupid price tags on them which are literally halved if you just buy the parts and build it yourself (which isn't that hard. it's actually fairly easy once you watch some YouTube videos)

The 0.4 is for our beta team, LSPDFR is continuously being worked on and tested, Just because a new version has been released it doesn't mean we've given up. It takes time to implement features, especially when you have a small dev team that does it in their spare time. As for ELS. Well, that's up to the devs to update. Both ELS and LSPDFR are at a stable stage where it doesn't need to be contstantly updated like their IV counterparts. Keep in mind you may think that the IV counterparts are more stable than V.. however it did take many years for it to get that far whereas ELS was released last year and LSPDFR was released in 2015. so they're fairly new mods.

That wouldn't work. Since the AI will be having the tornado engine sound without sirens. Essentially they'll just be using lights all the time. Siren mastery would only work on the player's vehicle.

Use the backup you were told to create. If you failed to follow the instructions and create a backup then you'll have to reinstall your game. then you're not installing them to your mods folder, as your issue only happens if you mod files outside of the mods folder If you plan on modding a certain file then the entire thing needs to be in your mods folder (example if you want to mod something in x64e then the x64e file needs to be in your mods folder)

if you're running the disc version then you're "redownloading" issue is Rockstars anti-modding steps. You will need to create a mods folder. Only the Steam version will allow you to mod outside a mods folder without issues. once you have a mods folder, the issue of downloading original files will be fixed

You should be able to run it on high no problems. I'd try to go for a GPU with more than 3GB VRAM though. 3GB VRAM is recommended/acceptable for the starting point in a gaming card, 4GB+ is more better
