  1. Come on, really? I know religion and politics sometimes lead to a friends' meeting turning into a murder scene (no joking), but the level of arguments in this thread devolved amazingly quick. Not sure about the jews but people in the Stalin's USSR did have access to firearms. Helped no one. And when even after his death once city tried to protest, they were countered by the army. Not much you can do against a T-55. Anyway, nothing of it would matter if the world dies in a nuclear fire for the sake of the higher needs of our countries (because apparently countries with dead citizens would still have needs). Which would happen soon.

  3. I thought the last democratic place was Athens. Back in the day. Way back. On topic, I wonder how those stats are calculated. Sometimes not registering offenses helps reducing the crime level. Turning robberies into larcenies and all that.
  4. Guess that when he pointed that pipe at the cops the only alternative they had was to wait and see if any shots are fired. Which would be both stupid and dangerous. Play bad games, win bad prizes I guess. On a separate note, in a country with one of most easily-accessible firearms (in the civilized world) mental health should definitely be a priority.
  5. Or a good old nightstick and fists... Yeah, yeah, yeah, I get it, lawsuits, liability, no one knows if the suspect's an undercover ninja and so on, but in my neck of the woods the majority of encounters of unruly subjects with the cops result in bruises which keep suspects awake at night and give them time to think of their sins. Why not simplify the procedure and shoot everyone who fails to comply with two warnings? This way it would be even more easy to justify a shooting.

Yes and no/yes There wasn't much new to me in LSDPFR/LCPDFR per se, but I wanted to learn more about offences, vehicle registration, what you can arrest for and what you can't, and how generally certain callouts are handled by the police in America, so I started reading and asking more and learned a ton of new stuff about US law enforcement.
  10. Depends on the meaning of efficiency. If their activities led to a major riot, corruption cases, public distrust and didn't solve gang problem, I'd dare to say they were not that efficient.

  12. Back in the day (three years ago) I took part in a research for the municipality to assess the safety of a crossing near a school. There used to be a bridge, but it had been closed for maintenance for a long time (as usually happens here) so they made regular crosswalk with traffic light, speed bumps and speed limit at 30 kmh (road had two lanes in each direction). We found out that for 5 months were were only 2 accidents involving pedestrians, minor injuries and only reported because there's a patrol car there. For the same 5 months when the bridge was open there was a gravely injured once and several accidents monthly -- kids were running across the road, because no one wanted to waste time on that bridge (too hot in summer and too slippery in winter), and cars were going full speed, 60-70 kmh. Sure, kids were at fault for running across the road, but the regular crossing with lights proved to be safer (yeah, the period probably wasn't sufficiently long, but if I remember right there's a lot of research on this topic in the Internet, better than ours). Sorry for going off topic, just wanted to share.
  13. God how I hate those pedestrian bridges or tunnels, and there's absolutely no reason for building them in a city (except Dubai which is a city for cars). Anyway, stress testing when the street is open? That's unusual to me.
  14. Wait till you see our cops taking legs/arm shots (or shooting tires of a moving vehicles from the patrol car) Overall violence against cops is so low here that they almost never care about proper approaches and sometimes pay for it, unfortunately.
  15. Reminds me of my time in NY when I've tried to flag a cab in Manhattan... After waving and motioning at the driver for about 30 seconds he suddenly flipped red lights and yelped the siren. I was like WOAH MAN I'll find some other ride I guess!

  18. Oh but why :( I love CT troopers' vehicles, they look unique (that's way more important than having a 'kewl' livery for me), and, besides, I bet no one dares to speed there! Well... Out here a mechanic can craft a light rack and a siren having plastic, paint, and required tools -- off the books of course. It won't sound just as right but general public doesn't really know the difference. Bottom line is that it's not that hard if one really wants this.
  19. Yeah, the best and greatest feature of this mod is its customizability (I'm just making my own words it seems). API + .xml files provide us with almost unlimited freedom, and I thank the team for that! Just fix the dumb AI, pleeeeeease :P
  20. Yep, Hong Kong Police Force! For patrol that's the only offered carry weapon if I understood the cop I was chatting with correctly (or if he understood me...)
  21. To be honest, this sort of snow causes a collapse here as well. To quiet the crowd, our city managers refer to what happens in NY and London during snowstorms as examples :D

  23. Interesting. As far as I'm aware US police (and law enforcement in other common law countries) are legally granted discretion, so if they don't write a ticket that's fine. But I'm not aware about such thing in our civil-law states... Out here, it's called 'concealment of an offence'.
  24. I tried to subtly point out the part in bold. I guess due to my limited knowledge of English I failed. Anyway, we were discussing (for the most part) the merits of the short video above. It doesn't really require special experience :D
