you can usually change most lights to all blue. Most of the time it isn't specific to the model. -

I have heard that someone on GPM is working on a Fire Dept. mod but it is in very early stages of development.

I don't know about the TBOGT specifics or not. As for the question regarding the sirens in the video, the tool just uses whatever siren you use in game. It is not defaulted to the one in the video.
