Those are planned; however please see what DukSezQuak wrote. Neither of us are able to work on projects at the moment, as we both have real life commitments to attend to. 

We have approached the idea for those and plan to implement them when time allows.
 
Both NefariousBonne and I are busy with personal commitments right now.

Maybe you could do something like this

i've seen these being used by the local RCMP as forensic vehicles. The canopy could be an extra (don't know if possible to have a extra that big)
and if you decide to put a canopy of any type on it here are some reference photos

this is only law enforcement / EMS dodge 3500 i could find, theres not much use for a 3500 in law enforcement, unless your towing a decent size trailer. Maybe throw a fifth wheel on there and make a command center trailer for it, but honestly not much use for a dually other than that.

Personally I'd like to see one released with vanilla seating right now, with the extra seating version maybe later since I personally don't care much about the seating.

I use a extra dlc from a addon car. just name the police car something like police10 and edit the .meta files
Or you can do this but i dont know if it still works :D 
 
 

The only thing I've tried is changing backup.xml so that police4 could spawn without the pushbar and spotlights, with partial success. 

Other than editting the backup.xml you could list every extra as required other than extra 2.

For Los Santos right now I'm using 3 LAPD vehicles, with LSPD liveries to make a little more sense. (I want to use real cars, but it would be difficult to switch everything from "Los Santos" to "Los Angeles," such as the Vinewood sign)
In Los Santos county, I have Bxbugs' LASD (LSSD) Crown Vic, and would also use a Tahoe but there are no good ones out yet.
For now, Blaine County uses the same vehicles, although I might duplicate the sheriff cars I have right now into new slots and put the San Bernadino County style Blaine County skins on them.
At some point I also want to add a couple CHP (SAHP) vehicles to replace the bikes, depending on how many I can actually get.
I'm not sure what I want to do with the local SWAT and NOOSE backup vehicles at the moment. When possible, I will definitely install two proper SWAT trucks for the LSPD and LSSD, and some undercover trucks for NOOSE.
