Hello and welcome! The mod being used is called Simple Native Trainer, abbreviated SNT. It has the option of manipulating animations, which is what you saw in that image. SNT 6.5 can be downloaded here: http://www.gta4-mods.com/script/simple-trainer-version-65-f2115 It also allows you to spawn objects, cars, peds, and change player settings like health and ammo amounts. Windows 8 most certainly still has numlock functionality, it's your specific computer that doesn't have a key for it (which seems surprising). As mentioned above, you should make your own thread. If you don't want to use any traffic mod like TrafficFlow, then uninstalling all of your modded cars is the only real option. Otherwise, you'll need TrafficFlow.

8.1 really shouldn't cause these issues, as it generally works fine with games (coming from someone who uses 8.1 daily for games). It's possible that the physical installation got messed up somewhere. You should ensure that the card is properly seated and that the PCIe power cable is attached correctly.
