It should, it can open the InstallSheild cabs of the IV disc so why should it not be able to open the EFLC cabs?

In your GTA IV folder do you have dsound.dll and xlive.dll? You only need one of those.

To do it properly you will need a better tool than paint, if you can't figure out Gimp you could try Paint.Net, it is easier to learn.

What image editing software are you using? Paint.Net, Gimp, Photoshop?
