What windows have you got installed if it's 7 i had the same issue with my 980 TI until i upgraded to windows 10 again. i only get 40 fps maxed settings that's because my cpu is so low end and bottlenecking.

Try using the beta drivers of the video card it improves frames abit. don't forget you only have a 1:GB graphics card it can't hardly run GTA V perfect. (Overclocking will help may crash if unstable)

do the same on update/x64/dlcpacks/patchday3ng/dlc/x64/levels/gta5/vehicles.rpf

what about the motheboard? the price of it is indeed good. sorry if i ask to much am not good with picking which motherboard i should get with the intel.

That's only 4 cores am looking around top end. it will just bottleneck hard.
