Can't perform a Gun-Point Arrest.
Unfortunately the native method used to get the ped you are aiming at doesnt look like it works with the gamepad. We will be using a different method for 0.95, however, and maybe this is something which should be fixed by that.

LCPDFR not working in EFLC

"If you've done all of the above, and you're still having issues with LCPDFR, then have a look in the support forum. Create a diagnostics report using the diagnostics tool Look for topics which describe the problem you're having. If they have a solution, do what it says. If it doesn't, add a 'bump' to the topic, along with your diagnostic report. If you cannot find a topic which describes the problem you're having, or if no solutions work/apply to you, then make a new topic -- make sure to clearly state the problem you're having, and include the diagnostics report. The diagnostics report is vital to getting help from the community."

Crash when calling backup
LCPDFR uses GTA IV's interal system to call backup, so it is exactly the same as if you call backup through the police computer, therefore there is no bug in the code. The problem here, as usual, is car mods. You just have to understand that GTA IV is a HORRIBLE console port and that it was never designed to be used with any mods whatsoever. When you add car mods to your game, you run a high risk of these issues as most of the time, the car mods that you download are 10 times larger than the original cars in GTA IV. When you add ELS to the mixture too, things can become very unstable. There isn't any fix for this issue really, sometimes your car mods will work, sometimes they won't. You could try non-ELS cars though to see if that helps you out.

Hardcore disabled?
The thing with hardcore is that everyone is more or less in hardcore mode too as they all generate euphoria ragdoll when you shoot them with bullets. There is no need for any additional damage to be added to peds as shots fired by the player do far more damage than shots fired by peds.

It's not just that actually, I think that when you kill the mugging suspect etc. 1 is added on too.

I'm not sure, maybe there's only a chance of them not wanting to pay when you issue a conventional fine (ALT + H) and not the traffic citation.

Yes, do what Sniper said - the system.web exception is caused by you not having the full version of the .Net Framework 4.

Reinstall the game, load the game without any mods, download LCPDFR, install it, load the game with LCPDFR.

Unarmed cops
I think this is probably hardcoded. No ped in GTA actually carries any weapons other than mission/scenario peds, instead when an event is triggered (like the player shooting) peds react to it and if they are a cop, they will react by pulling out a pistol which is just spawned on the spot.

Gunpoint Traffic Stop.
Felony stops are pretty common in the States, and indeed, I have tried to do something this before. Sadly, it is rather difficult to achieve as in reality, felony stops are usually conducted by a group of officers. To have a synchronised scenario like this would be a lot of work, especially with the outside interference that will happen such as peds getting in the way, smashing into the cars and in general just screwing the whole thing. In short, felony stops like this are too hard to successfully implement.
