It's not ripping that person's work as long as you don't take a part of that person's work and use it in your own creations. But making things of the same department, as long as you made it yourself, is fine. Anybody can make as many decals for one department. There's no issue with that. Mud brought up good points, such as if the texture is an original design or original idea and if the name is original and was made by someone. In those cases you do need permission.

This album will feature my (as of this date) unreleased projects that I've worked on for the past few years up to now. This is a way I want to show my work to the community. Most of the screenshots were taken months, up to a year or more ago. You're free to redistribute the pictures at your own expense. I just request that you don't take credit for the pictures and the decals featured in them as they're mine.

Allentown police car 701. Multipurpose paddy wagon. Allentown police paddy wagons are often seen on patrol or at the HQ or substation until they're needed. Some of these vans also carry tactical equipment for APD ERT (Emergency Response Team). They are not prisoner transport vehicles.
