did you run the installer as Admin? is c++ 2010 (x86) x86 installed?

you need to change the toggle siren key for ELS in the ELS.ini ToggleSirens = 71 // G by default Change 71 to another number listed at the bottom of the text to fix the siren and G will work normally

Could be that your computer cannot render the buildings fast enough because you are using what's refereed to an "high poly" car mods and the game is using all it's available resources to render the cars, Just a guess here

It could be any number of things..i've always had issues with ENB

it's possible..but i doubt alot of servers/games will let you on without a 1070 patch..not sure...never tried

If you want other paint jobs to appear on cars, just the ones you want them on, I found in my experience, the more you have +livery on ..the more the game hogs memory

Do you have the proper scripthooks? .net framework? c++ 2010 (x86)? Did you read the readme?
