It's worth noting that there is a significant difference between 0.3 and 0.4 - as for the complete reinstall, I am not sure where you have read this but the only thing that needs removing is call-outs, simply because some versions of mods may not work whilst others may work completely as intended. I have played 0.4 on my 'mildly-decent' computer through quite a few of the test builds as well as the release and even then I haven't encountered anything which could mean that the mod is near being unstable. The only issues I have encountered in the release build has been texture loss and that was after installing vehicle modifications.

Would you be able to try it without mods first - if this solves your issue add them back one-by-one to check that they are working with LSPDFR.

Are you getting any errors or issues within RagePluginHook - any crashes with the plugin or anything. If you are, create a topic in the LSPDFR support section and I'll take a look at that for you.
