EDIT!!

WHAT THE ACTUAL HELL!

Ok so here is what the cause was. I have the 2017 c++ redistributable packs in but you have to have the 2013 in as well!! JESUS what a headache! You would figure that them being updated and newer versions that it would be covered but no, you have to have the 2013 version in!!

Scripts folder is back in action!

Darn it! Ok thanks! Must be a conflict with a plugin or something not allowing it to show up. I do have it and the ini in my scripts folder but it won't show up. I've changed the keys to use, reinstalled the files incase they were corrupt, etc. It usually shows up right away without having to press power. Bummed the freak out right now lol!

Possibly old ScriptHookVDotNet? Unless it's in the .ini mine didn't pop up automatically, maybe a key binding broke.

i cannot get this to work and ive watched every youtube video there is 😞

You need the latest version of the following:

RagePlugin Hook
Scripthook V
ScripthookVDotNet

as JJ9856 mentioned,

BUT, in addition to that, you'll need to create a new folder called 'Scripts'. Inside that folder is where you need to place the two SpeedRadar files.

Let me know if that helped... If not, I'll create a quick video for you.
