    I may of found the issue. It seems to of worked for me but i am still testing the theory. I think what is going on here is the CPU load. Try this, Run the game like you normally would, all mods etc. W

Like jacklop21 said, in the upper right with the yft open, there's a "Level of Detail", and you just left click on it (If it has full level of detail it will go from High, Medium, Low, to Vlow). If it doesn't change from high, it has no LODs. If it changes and the polygon/vertice count goes down with each stage and the model doesn't completely disappear, it has LODs. You can't reduce it, you just want to verify they exist. If they don't exist, you should either not use the model as a replacement, or strictly use it as an addon/get rid of it.

If it creates more police vehicles in the world then I'm pretty sure it would since there is more to render. I've never tinkered with popcycles, try using the vanilla popcycle with a custom gameconfig and see if that helps.

okay i figured out the issue. well i changed a lot of things. I deleted my mods folder which had visualv in it. Took that out and also changed my popcycles back to vanilla and so far no issues

 

I may of found the issue. It seems to of worked for me but i am still testing the theory. I think what is going on here is the CPU load. Try this, Run the game like you normally would, all mods etc. When the game is running. ALT+TAB out of the game. Open task manager, change your CPU affinity, De-select all of the cores, then check all of the cores again except CORE 0 then click okay/apply then go back into the game. See if that helped. Also try change the game priority to high and see if that works. Let me know if this works for you. I really think it's the CPU load somehow. Anyway let me know if this worked for you. If it is what i think it is then we need to let Rockstar know and ask them to fix it.

I've tried all tips in this thread and I didn't work for me. However I found a tip on another site that has worked for me so far. Maybe it can help someone else too.
I just pressed the panic button and got 10+ vehicles swarming at the same time and no texture loss :D

"Go to Control Panel > Power Options > Whatever power plan you're using > Change Plan Settings > Change Advanced Power Settings > Processor Power Management 
From here you can see the minimum and maximum processor state. Set the maximum processor state to 99% and set the minimum to 99% or lower. 
Doing this will disable your system from using Intel's turbo boost, limiting your CPU clock to ~2.5GHz instead of the maximum turbo clock of 3.5GHz for an individual core. This should drop your temperatures even further, even more than undervolting. "

Just remove Enhanced Native Trainer :) With it I got a total loss after 5 minutes. After removing it, problem solved, no more disappearing textures.
