i am searching for a Police unuform pack most i see are single department packs i want a full pack with all the departments

Too bad.

There are no packs that replace all department uniforms as far as I am aware.

We took the time to find and install individual uniforms, you need to as well.

You can find some British ones and even those don't replace everything. Honestly you're not going to see a majority of uniforms in game. What department are you trying to do? As I might be able to help.
