The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

GTA deletes all vehicle models on startup

so when install my vehicle models, upon startup the GTA launcher proceeds to verify my game data and download the original files.
resulting in the models getting deleted

Use a mods folder with OpenIV.

As Hystery said, you need to create a "mods" folder in the main GTA V directory, and copy the "update", "x64e" folders into the "mods" folder you. If your using custom sirens, you will also need to copy over the "x64" folder.
