You can still be arrested and possibly convicted of a DUI if you blow under .08, police just need more evidence to prove you were too impaired to drive.

He quite clearly has him exit the vehicle, and then begins to hold E. The only options once you've done this are to arrest the suspect or ask for ID, and since he's already ran the guys ID means he was indeed going to arrest him before he ran. Only at that point did he begin to run.
