What do the three lighting modes mean?

This. There are three different lighting modes that you can switch between, and they will usually always make cars pull over, even without your siren on. They're designed mostly for non-ELS vehicles, however, since ELS doesn't really work well with them. I think I tried it once just to see what would happen, and if your ELS lights are set to auto then they might flash, but all in all it's for use in non-ELS vehicles.

The lighting modes are very useful for ELS. If the lights aren't set to auto, I can put my lights on and turn on a lighting mode, making cars pull over for me even though I have no siren.

I far prefer ELS to standard lights, and police cars usually perform pits with minimal damage to their own cars. Your car is pretty much totaled after any pursuit in GTA IV with stock cars, I've found. ELS fixes that so I don't have to spam the health cheat or go find a new car.

AFAIK, that's because they literally turn on and off the default lights and siren rapidly, and mute the noise while the siren's on. Your friend wouldn't have the muting, just the siren.
