Make sure that is the case, the OIV installation has a bug where some files were not being copied (will be fixed in the next update).

For some reason the OpenIV installer doesn't always replace xml files correctly. Please check the actual file itself to make sure it's the one supplied with RDE.

 

The RDE backup.xml can be easily identified by opening the file, and checking if the following line is present:

How can i use RDE 3.1 for Windows 7 and it whould be nice to add the first gen Vapid Stanier for the LSPD, LSSD, Detective Car and for BCSO

I Have RDE 3.1 in my Game, but my GTA V Load too long since i have RDE 3.1

They all work with Windows 7, the only difference is how busy the streets will be (regular GTA levels, 3 times as busy, 5 times as busy)

Wait what? Why are the 1st gen staniers gonna be in retro? First gen stanier is based off the 1995-1997 Ford Crown Victoria. Retro takes place in 1992. Unless you do something like remove the grill (to make it look like a 1992 model), then it would just out of place.

Let them be at least somewhere if not in main RDE. Does a year or two really make any difference if that's a nice car?

Well, when rockstar was making GTA IV, the stanier was supposed to be the modern CVPI, this is why when looking from the front of the car, it looks almost identical to the real CVPI. It would look extremely out of place seeing that iconic black grill coming up to you when your supposed to be in 1992. Also, I would imagine removing the grill to be a "relatively" easy task. 

Bar the grille, the old GTA IV Stainer/Cruiser looks very much like the early '90's CVPI.  All it would need is the grille shrunken and shortened and the headlamps extended inwards and it's basically there.  Even as it stands with the chunkier grille, it's close enough to fit in better with a retro pack.

No, I think your thinking of the Mercury grand marquis, that one did have a grill in 1992. For most of the 90s, the CPVIs had a very small and flat grill (1992 model had no grill)

No, I'm aware of the differences between the CVPI and the Grand Marquis, all I'm saying is that in order to make the first gen Stainer look closer to the early '90's CVPI the grille could be made smaller and the lights stretched, thus keeping the car lore friendly whilst also making it a little closer to the CVPI.  If that makes sense?  Side on the Stainer is roughly the same shape and from the rear it's also passable as an early '90's CVPI.
