Whenever I attempt to start the screen flashes for a second and then dissapears.

 

Could be any number of issues. Make sure your drivers are up to date, to your PC meets the system requirements for Max and if that doesn't work, google it.

Contacted Autodesk,

 

I was told the there will be little support for windows 10 in the 2017 3DS Max.

 

So if you're on a working copy of 2016. Stay there,

Seems to happen randomly, nothing is showing in the GTA V logs.

Nope.

 

When I click generate detailed report it also crashes.

 

However,  I was speaking to MulleDK19 A few weeks ago and apparently that crash is a bug. It sure as hell makes finding issue harder.
