I haven't explored this yet but I was reading on Twitter that a GTA update is coming very very shortly. There's a video from Albo1125 explaining how to avoid/prevent the update. I haven't watched the video yet.

Most likely a Christmas update that should be arriving about now (unless it already has.. then this new update will be a mystery).

They can be found on some NSW, VIC and all SA ambulances.

Actually the new update isn't Christmas related.. It's the new Import/Export DLC... Which according to rumors is meant to be released today/13th December. this will definitely break modding considering the stuff that's being added.

 

..so. don't update your game until modding has been fixed.
