There is an error in the structuring of your dlclist.xml. Notice the entry before the eup line. The </Item> is missing the >. Add that and it should work.

With the new My EUP out, is there a way to customize the uniform pants? I'd like them to be of a different color. Or the tie, for future reference?

Sure.

Just copy the appropriate textures from update\x64\dlcpacks\eup\dlc.rpf\x64\models\cdimages\eup_componentpeds.rpf to update\x64\dlcpacks\eupme\dlc.rpf\x64\models\cdimages\eupme_componentpeds.rpf and edit them.

Try making your character first and then typing ForceDuty into the RPH console. LSPDFR should then give you a voice by default.

Alternatively, the voice menu in Simple Trainer should work without any problems.

i cant install any of the addons cuz openiv would have a problem and then it would close

1)You have to create mod folder using OpenIV - follow the tutorial (first 30sec)
2)In Open IV install the EUP using Package manager 
3) Then you have to install the EUP into mod folder

Don't forget to install Skin Controll

I have recently installed EUP and have followed all the instructions on what I am supposed to do. Though every time I launch the game, it crashed during the loading screens every time. Not sure what is going. If someone could help me that would be greatly appreciated.

I am aware of that but I installed the new rage hook and I was able to play and everything worked until I installed EUP...

I think we aware that the last GTA patch might cause issues..so wait until we update it, which is gonna take a bit more than you expect...

actaully I STRONGLY suggest you downgrade to 617 version, it's pretty easy with Ragehook
