How does that have anything to do with LCPDFR? lol in-game trainer doesn't have near as much crap as SNT, which makes it easier to hot key stuff, my opinion, go with in-game trainer for the more "necessary stuff" unless you want 100,000,000 different option's lol however you can't use both, no idea why. here it is : http://www.gta4-mods.com/script/ingame-trainer-v190-f2128

Rockstar made it so, they disabled that function for the emergency services, I personally do not see the point of writing some code for a function that would be used by one or two players.

You can always drive to the car washes, then clean the car using SNT if you feel like RP'ing it.

EDIT, I've also moved this to GTA IV - Discussion instead as it the appropriate category for this topic.

Yeah, this would certainly add reaslism. I kind of like the idea, I might have a look.

Having a repair garage to go to would be nice, too. Though it's a non-issue with me, as I always DOC after an incident, it'd be nice to have the option.

I know for a fact you can edit it to fix this issue in the vehicles.ide or something, its been answered some where before on here.

Nah, that wouldn't effect the restriction the car wash has. It's something that's hard coded in the game. Like, which car model name is allowed to use lights and sirens.
