I have found that simply setting firewalls to "allow" never has worked for me. 

I just completely turn it off when I am on GTA. I wont be running anything other than that anyways during that time.

Afterwards, I turn it back on!

Hey guys. I'm just looking for a group to play online with every now and then. I've played LCPDFR for a couple of months now. I tend to try to play realisticly (stupid AI though) but not looking for anything hardcore..just wanting to get online and play a little with people. I can usually play during the day on weekdays or late at night.
