Sam's models are all unlocked.

EDIT:

There are a couple of lightbars on GPM (IIRC: Liberty, Code 3 RX2700, some hidden lightbar, Streethawk, and Quadraflare). Also, Lt. Caine's LCPD Charger ELS is unlocked, and has a Vector.

As to more than Vic/Charger: All R* vehicles are unlocked; you can start with those.

The stuff on GPM is just in unlocked .wft format. Just import into ZModeler. If it's an unlocked vehicle with lightbar, import into ZModeler, select everything but the lightbar, and hit "delete".

You need zmodeler and the permission of the creator of the mod. He is the only one who can hand you an unlocked (editable) file. There is no other way. Also, I doubt you will get "fancy" models if you aren't known at all. Start with some CVPIs and Chargers and if they're good you might earn enough trust to get an unlocked car from some other modder.

In general if a modder releases his stuff unlocked, it means you're allowed to take alter it, on the condition of giving him credit. Although, it doesn't HAVE to be like that. Some modders might not want it. Usually you're good to go if before releasing it you PM the original author and ask if it's okay if you release it, better safe than sorry.

@Break: What's the policy on stuff released unlocked? Can we then just credit it, or do we still need permission?

It's my understanding, and most of the readme.txt's say about the same thing, that just fair credit is expected. The cars I've released, I didn't ask for permission. I did however credit the people that made the things I've used. I didn't get whinged at/in trouble for doing that, either. That's only for stuff that's been released unlocked for development purposes, though.

But how do you earn the trust of other's to get an unlocked file?

By not model stealing, giving proper credit and being respectful and mature about what you do.

I'd say (and this is just my opinion) prove yourself as a competent modeler.

That'd be my guess. One reason I've seen people not release things unlocked is to stop people with no skill from being able to act like they do have skill (i.e. getting it handed to them on a silver platter). Whatever you think of this reason, it's clearly not an issue if you prove that you can model too.
