    Once you find the Non-els cars you want to put in your game and you have downloaded them.

    I suggest Sam's Non-els cars by the way those are the ones I use in game.

    **Spark IV**
    1. Open Spark IV
    2. Navigate to (Gta IV-> PC -> Models -> Cdimages -> vehicles.img)
    3. import the new cars you want to put in
    4. Rebuild & Save

    **Open IV**
    1. Navigate to (GTA IV -> PC -> Models -> Cdimages -> Vehicles.img)
    2. Turn on Edit Mode
    3. Replace the cars in there with the new ones you want.
    4. Turn off Edit mode and close Open IV

    What is this?
    Hello everyone, I would like to inform you of a roleplaying community, named Elgin City Roleplay. We are a laid back, and relaxed roleplaying group, and we just like to have fun, while being organized and RPing at the same time. We love just playing and socializing, and getting to know each other. We have multiple departments, such as the ECPD, and FD, and other such as the State Department when you get a higher rank. We have multiple specialties available which lets you do more things in-game, such as being an air unit, or tactical unit (SWAT).

    How do I become a member?



    First you must be at least 15 and have a microphone and know how to use a computer properly.
    Then, in order to be come a member, register at our site, listed above and use the application form to apply, once your are approved, which won't take long, then you can come on the TS3 and get an interview with the Chief.
    If you are approved, you will become a recruit and will await training.
    After training, and if you are ready to go, you will be made PPO and will be a full member of the community!
    If you wish to become a Firefighter, talk to Fire Chief Brown and the process goes the same.

    Here's a list of things that we do in ECRP:

    We have a full running FD with EMS

    We have a police department, and FBI

    We have a SAMP server that we actively play on, but our main platform is GTA IV

    We have multiple specialties for you to choose to fit your gameplay style.

    We like having fun, and are laid back.

    We love our members, and love to get to know each other.

    We like to have organized roleplay, and in active games, serious roleplay.

    We just like to have a good time!

    It can handle them but the wtd will be way larger (thats why cars doesn't spawn) which is the reason why most people use DXT5 which maybe looks a bit worse but works.

    The possibilities offered by this are only really restricted in terms of how much I can code in. Basically, you have a system where you are just drawing lights at a position within the game, so the things you can do with it are pretty awesome. You could easily change the light size, colour, position and pattern ingame. Also, as these are just proper GTA IV lights being drawn at a position in the world, they are not bound to any extra parts or anything, meaning there is much greater flexibility as far as patterns are concerned. You could also easily create a visual difference between different types of lights, as you could have a strobe system where the light starts out small, gets bigger, and goes smaller really quickly, or you could have an LED system where you just have the lights going on and off.

    As for multiplayer support, as long as everyone uses the same settings then it would be fine.

    At this point in time, I'm looking for some ideas from car modders about the best way to design this system. The way I see it, it would have a .ini file where you could add the car model in square brackets, and then you could have a bunch of options under that. Hopefully I can create some way of making and positioning lights ingame, so that when your car is done, you can just create the lights and patterns for it ingame, in a similar fashion to the simple native trainer's object spawning/attaching. This would take a while to do however, and it would probably have to wait until after 0.95.

    GPM has an unlocked CVPI you can use with no lights on it, as well as a charger that has a FS Vector on it.

    Welcome, are you interested in joining a GTA IV Roleplaying community? Well, an oppertunity has come your way. This community is brand new and still a partial work in progess with the vehicle img that I am currently working on


    We have our own uniforms and cars. All new players must under go our interveiw process before being placed as a Recruit. You will be given your own unit ID # for us to identify you in active games. We use team speak 3 for all communications in and out of game.We like to see respect from all the users as everyone is treated the same there shall be no special treatment. you will have to earn your way up the ranks. Starting at applacant to recruit, officer etc

    Our community is for Serious users only that love to have fun and enjoy to role-play.

    I thought that to, but I've been in 2 already and both seemed to sorta die down. I left OVVES because they didn't want me to visit other modding sites (I mean, come on! GPM ain't that good) and Metro PD sort of went dead and Nick spoke to fast. LOL. So I'm gonna join this one. :happy:

    After a pretty major code rewrite, ELS-DN is now beginning to take shape and I think it is at a point of functionality where I can begin to show some of the stuff it can do.  As promised a few weeks ago, I do plan on getting some video footage out, although that will require some of the front-end (controls, displays, etc.) to be complete which might take a little while.

    What ELS-DN can currently do:
    Load vehicle configuration files Load pattern configuration files Process user-defined patterns Support up to 50 user-defined lights per car Support AI vehicles Simulate rotating beacon (almost fully) and LED lights (partially) Dynamically and automatically create environmental lights Flash the headlights and taillights individually (this has some problems which LMS is working on) Display an exact replica of the ELS display panel (uses the same exact code - Lt.Caine has been helping with this)  
    Vehicle configuration files:
     
    Probably one of the best bits about ELS-DN is the vehicle configuration files.  They work by creating a folder in scripts/ELSDN called Vehicles, and then creating a new folder for each vehicle inside there.  Inside each vehicle folder is a configuration file and a patterns folder which contains three separate folders for primary, secondary and warning patterns (those of you who've used ELS will be familiar with these).
     
     
    The vehicle configuration file stores everything about the vehicle itself, including up to 50 custom light definitions (meaning you can create some really hideous Christmas trees), the model which the config file is assigned to and the default patterns for it too.
     
    Vehicle configuration files are designed to be easily shared, all you have to do is plop the vehicle's folder into your Vehicles folder and it's ready to go.
     
     
    Pattern configuration files:
     
    The pattern configuration files allow you to make your own fully customisable patterns.  A pattern is either primary, secondary or warning in type and is assigned to a specific vehicle.  This means that every vehicle has its own patterns folder with its own patterns.
     
     
    Next steps:
     
    Unfortunately there's a lot of work that needs to be done on the user interface, in particular the controls and adding stuff like the ability to browse through patterns, etc.  On top of that, I need to complete support for different light types (LEDs and bulbs) and then think about siren controls, which may or may not make it into the first version.  Hopefully, though, I should have some sort of video to show fairly shortly.

    Hello fellow Lcpdfr users i am apart of a very serious but relaxed Role-play community for Gta IV. Our users are very serious in game but when we are in the lounge it is a very relaxed place to be.

If you are to apply you will be sent a copy of our rules and regulations for our community. We like to see respect from all the users as everyone is treated the same there shall be no special treatment. you will have to earn your way up the ranks. Starting at applacant to recruit, officer etc, we have seperate divisions you can apply for after you are cleared and sighned off as an officer such as Dui, Cve, Csi, swat, Etc. We try to be as perfessional as we can so it is as close to the real life as we can make it.

    Our community is for Serious users only that love to have fun and enjoy to role-play.
