All those things are in game already except the pepper spray. It's doubtful that it will ever be implemented, partly because there's no animations for it and a lot of cops in the US who have the choice choose not to carry it as it blows back into their own face a majority of the time.

You sort of have animation for it, the fire extinguisher that you get to use in game to a lesser degree can be modded if done right to have an stun effect and have the suspect wobble/ragdoll. And there are two types of spray, stream and fog, I own both types.
