About the livery, I'd say edit the ESU to any precinct. Would make more sense, because ESU is the heavy artillery, ESS is a lower class, and then patrol comes. This seems more like a precinct van/correctional transport van to me.

Maybe you should consider making a LC Correctional version too.

NYPD does have ESU Chevrolet Express'es, like this one:

Something that would be extremely interesting for the Mustang was if it had the old CHP-style slicktop lighting system.  A single steady-burn red light on a spotlight setup, along with some flashers for the rear; take the slicktop CHP Dodge Coronet in the photo below, for example;
