I can not open LCPDFR installer, because I get the error: 0xc0000135. And it stops. Also I can not open the Diagnostic Tool. I get the same error. I have Windows XP!

Please help me!

more specific please. when you install LCPDFR, does it crash right away or do you get to a certain point? PC specs? Version of GTA IV?

I open 095RC2R2.exe (the installer of LCPDFR) and he download and boom that error! I have EFLC.

By the fact that neither of the programs will start I would say that either C++ or .Net are not installed or corrupt.

Install/reinstall/repair the following:

The first one is the most likely.
