I actually made one a long time back ago. Not really sure what they are for? Probably to keep the engine cool.

Never seen that before.

From what I understand, it's extra ventilation for the engine to keep the car cool (and in turn, keep the dog cool) in the hot California sun. It's only on K-9 cars.

They're speed holes, obviously.

This is a common practice in SoCal. They leave the engine in the K-9 cars running the whole shift, so that the dog gets A/C even when the handler isn't in the car. They vent the hoods to get better air flow through the engine to keep it cool, keeping the A/C cooler.
