Have you enable the DROT ELS primary lights in the vehicle config file?

Only a few vehicles have optimized lighting for rotating lights featured in ELS 8. Unless you are talking about non-ELS vehicles, in which, is a different story.

 

*edit*: who's NYPD Crown vic are you using? If possible, could you link?

DROT lighting works off of Rockstar Game's default rotator lights. Those are only on the models police, police2, police 3 and firetruk, and there is no way to enable default rotators on any other vehicle.

 

If you installed that crown vic in a slot besides those, that would be the issue, and there is no way to fix it besides installing it in the optimized slots.

Also Ambulance works.

I think if drot doesn't work, just try the old rota

What model are you using? It might be that the model itself doesn't support the DROT feature.
