When he's running i press 'e'  so he stop and he is getting his hands on his head and then i've got information 'person i complying with you' and then idk what i have to do because if i press 'e' againg he is going to run.

That message is displayed by the PoliceHelper/Braveheart's mod, are you use any of them, aren't you? I'd remove them and retry to arrest a ped.

Shoot him in the head, most police do that

 

Never had it with PH, used to have with Braveheart mod, but I removed it. 

 

Try to change keys in PH .ini file so E would not conflict with LCPDFR settings.

No i've just deleted PoliceHelper and i think it's now working normal but now i've got problem with crashes ^^
